The LANDBANK-TAPI Innovation and Technology (I-TECH) Lending Program provides a special lending window through the Land Bank of the Philippines (LBP) to complement the use of the Invention Guarantee Fund (IGF) as provided in the Republic Act No. 7459 to extend financial support to credit-worthy Filipino inventors in the commercialization of patented inventions in the Philippines.

Registered corporations or partnerships with active intellectual property (IP) rights (e.g. letters patent, utility model registration, industrial design registration) that have at least one (1) year remaining validity and are engaged in commercialization activities at the time of application.

Registered business enterprises with an active IP application may apply, but financial assistance will only be disbursed once the relevant IP registration is granted, and the IP has at least one year of remaining validity at the time of fund disbursement.

The assistance covers the acquisition of Property, Plant, and Equipment (PPE) and Working Capital (production and packaging materials). The Program funds business operations/projects within the Philippines only.

Any viable project or business activities within the industries/sectors defined by the DOST-TAPI or viable projects or business activities for the commercialization/production of patented inventions that:
- Conserve, save or substitute fossil energy;
- Promote or increase Philippine Exports;
- Result in import substitution/dollar saving;
- Produce gadgets or other products that increase efficiency and/or lower cost of productions;
- Enhance use of technology to agricultural/industrial areas;
- Result in productivity in primary industries;
- Increase local material content in imported/manufactured items;
- Contribute to the improvement of the environment; and
- Other projects that fall under the priority sectors

SC Requirements (to be submitted to SC Secretariat thru DOST-TAPI):
- Application letter addressed to SC Chairperson
- Project Proposal with Business Plan
- Valid and active certificate of IP registration from the Intellectual Property Office of the Philippines (IPOPHL). In cases where the IP has been filed but not yet granted, the application must have been active for at least one (1) year from the date of filing

TAPI Requirements (to be submitted to DOST-TAPI):
- Application Letter addressed to DOST-TAPI Director
- Project Proposal with Business Plan
- Valid and active certificate of IP registration from the Intellectual Property Office of the Philippines (IPOPHL). In cases where the IP has been filed but not yet granted, the application must have been active for at least one (1) year from the date of filing
- Duly signed Data Privacy Consent Form
- If Borrower is an Assignee of an IP registration, IPOPHL Notice of Recordal of Deed of assignment, if applicable
- Business registration papers (i.e. Mayor's/Business Permit, BIR registration, SEC Registration)
- Valid certificates/permits/licenses/clearances from concerned government agencies
- SC Certification (to be issued by SC of RA 7459)
- LANDBANK Endorsement (to be provided after LANDBANK’S evaluation)
LANDBANK Requirements (to be submitted to LANDBANK LC/LUI):
- TAPI endorsement Letter
- Financial documents - Financial statements (FS)/interim FS for the existing business or feasibility study/project details for start-up business
For Income below P3.0 Million, in-house FS
For income 3M and above, audited FS - Duly filled-out Application Form with Statement of Asset and Liabilities (SAL).

- Other documents as may be required by LANDBANK and/or approving official/s (of LANDBANK/DOST-TAPI) in relation to the Borrower and nature of the business applied.

All proposals for the I-Tech Lending Program should be directly submitted to the Office of the Director of TAPI through the Records Section.

There shall be no limit on the amount of financial assistance, subject to the availability of funds under the IGF and LANDBANK's evaluation

The repayment period shall be determined by LANDBANK based on an evaluation of the project’s requirements, cash flow, and other relevant factors.

The financial assistance provided will not carry an interest rate

Yes, the program requires the borrower to provide equity equivalent to 15% of the total project cost.

The evaluation includes (1) initial evaluation of documentary requirements by DOST-TAPI staff, (2) simultaneous evaluation of the Screening Committee of RA 7459, Technical Evaluation by the Technical Evaluation Committee/ Inter-Agency Technical Evaluation Committee (TEC/IATEC) and Financial Evaluation of the LANDBANK Lending Unit/Centers, and (3) deliberation by the TAPI EXECOM.

The evaluation of the proposal by DOST-TAPI will take a maximum of forty (40) days, starting from the submission of complete documentary requirements. The evaluation period will be suspended if there is a request for clarification of any issues or comments raised by TEC/IATEC, and will resume once the requested clarifications are provided, prior to endorsement to LANDBANK for further evaluation.

The financial assistance should be used for the commercialization of the invention and to achieve the objectives outlined in the project.

- The object of financing or the financed asset itself;
- Personal property (movable assets) other than those mentioned in item (1) that can be registered such as cars or equipment, typically used in Chattel Mortgage;
- Real property such as land, house, or other real properties, typically used in Real Estate Mortgage;
- Assignment of Contract of Receivables or the transferring of rights to collect to the lender;
- Assignment in favor of the lender of the subject technology for financial assistance amount of not more than Php200,000.00.
- Holdout on Deposits, which involves using the borrower’s bank deposits as security, which are restricted from withdrawal or use by the borrower until the financial assistance is fully repaid.

Intellectual Property (IP) assets formally appraised by reputable IP valuators, at the expense of the IP owner, subject to acceptance by DOST-TAPI and in accordance with industry-accepted valuation standards to be determined or adopted by DOST-TAPI thereafter.
IP assets other than the IP asset being financed under this financial assistance may be used as collateral.
- Credit insurance or loan insurance, which shall cover the lender in case the borrower is unable to repay the financial assistance.
- Other collateral acceptable to the bank.
